

MUSCAT: Oman has taken another step towards delivering its largest-ever solar energy programme, with Nama Power and Water Procurement Company (Nama PWP) launching the search for a technical consultant to support the development of four utility-scale solar photovoltaic (PV) projects with a combined capacity of 4 GW.
The state-owned power and water procurer, part of Nama Group, has invited consultancy firms to bid for a contract to provide technical advisory services for the planned 'Solar 2030 IPPs' programme, one of the country's most ambitious renewable energy initiatives.
The portfolio comprises four independent power projects (IPPs), each with a capacity of 1 GW, all of which are scheduled to enter commercial operation by mid-2030. Together, the projects will play a pivotal role in achieving Oman’s target of generating 30 per cent of its electricity from renewable sources by 2030, supporting the Sultanate's broader Net Zero and energy transition ambitions.
According to the tender, issued by Nama PWP on July 13, the successful consultant will provide technical advisory services throughout the procurement and development phases of the programme. While the tender does not identify the locations of the projects, it confirms that all four plants will be connected to the Main Interconnected System (MIS), Oman's principal electricity transmission network.
Details released recently by the Oman Electricity Transmission Company (OETC), operator of the national grid, indicate that three of the planned 1 GW projects will be located at Adam in Al Dakhiliyah Governorate, Al Kamil Phase II in North Al Sharqiyah Governorate and Mahdah in Al Buraimi Governorate. A fourth project, expected to serve the MIS, has yet to be officially identified.
The Adam Solar IPP has already entered procurement, with Nama PWP issuing a Request for Qualifications (RfQ) last month. In addition to 1 GW of solar PV generation, the project will incorporate a utility-scale Battery Energy Storage System (BESS), making it Oman’s first large-scale solar-plus-storage development.
Interested consultancy firms have until August 26, 2026, to submit bids for the technical consultancy contract.
